Answer: Lyndon Johnson. The quote, in which I’ve somewhat unfairly swapped present tenses for past, appears in Doris Kearns Goodwin’s biography of Johnson and is cited by William Gaddis in “The Rush for Second Place.” Johnson was talking about Vietnam.
